Ukraine strengthens its biomethane framework and expands production capacity
Ukraine is accelerating the development of its biomethane sector through new legislation, national production targets and expanding industrial capacity.
On 2 September 2026, the Verkhovna Rada adopted Law No. 14271, aligning the country’s renewable-energy framework more closely with European Union legislation. The law introduces European sustainability and greenhouse-gas emission-reduction criteria for biofuels, which are essential for participation in international trade. Its adoption also represents a step towards opening negotiations on Chapter 15, dedicated to energy.
The Government Programme for the Development of Biomethane Production through 2035 targets annual production of 1 billion m³ by 2030 and 2.1 billion m³ during the following five years. Between 2026 and 2028, eight plants currently under construction are expected to add approximately 100 million m³/year of production capacity. The programme also provides for investment incentives and simpler connections to gas transmission and distribution networks.
In 2025, Ukrainian companies exported more than 11.2 million m³ of biomethane through the national gas transmission system. Production in 2026 is expected to reach approximately 150 million m³, with exports to the European Union remaining the main market driver.
Industrial capacity is also expanding. The Teofipol Energy Company plant, launched in March 2026, has an annual capacity of 56 million m³ and is currently Ukraine’s largest biomethane facility connected directly to the gas transmission system.
Together, these developments show how Ukraine is moving from early market formation towards a more structured and increasingly operational biomethane sector.
